Australia and New Zealand did not add a new major allergen in 2026. What changed was the end of an important label transition. Since February 25, 2026, the two-year stock-in-trade period for foods packaged under the former allergen format has expired.

That makes the current Plain English Allergen Labelling system, usually shortened to PEAL, the expected format across retail shelves. Prescribed allergen names appear in bold within the ingredient list, and a separate bold Contains summary sits nearby when a food contains a prescribed allergen.

The format is intentionally easier to scan. It still has limits. Bold type cannot reveal an undeclared ingredient, Contains does not replace the complete list, and PEAL does not make precautionary phrases such as may contain mandatory.

Prescribed names in the ingredient list

When a prescribed allergen is present, the required name appears in the ingredient list and is printed in bold. The typeface must distinguish it from surrounding text. A compound ingredient can still have components in parentheses, but relevant prescribed names inside that structure also need the required emphasis.

The rules favor plain, specific terms. For example, the label should identify the relevant gluten-containing cereal, individual tree nut, or mollusc where the Code requires that specificity. A generic family word may not be enough.

A separate Contains statement

The summary statement begins with Contains and lists the prescribed allergens present in the food. It appears near the ingredient list and uses bold text.

This provides a fast second view, but it is not a replacement for the ingredient panel. The ingredient list supplies formulation context, compound ingredients, and non-allergen information that the shorter statement cannot provide.

Which Names Matter

FSANZ maintains the current list of allergens and prescribed declarations under the Code. It includes cereals containing gluten, crustacea, egg, fish, milk, peanuts, soy, sesame, specified tree nuts, lupin, molluscs, and added sulphites at the regulated concentration.

The exact prescribed term matters because regional lists are not identical. Australia and New Zealand distinguish crustacea and molluscs. The United States major-allergen framework covers crustacean shellfish but does not place molluscan shellfish in the same federal major-allergen category. A U.S. package should not be used as the template for an Australian label check.

The same caution applies to tree nuts and cereal names. PEAL's plain-language goal is local to the Australia New Zealand Food Standards Code. A product reformulated or relabelled for another market may use a different declaration structure.

What Happens With Compound Ingredients

A sauce, seasoning, filling, or coating can contain its own ingredients. PEAL does not make that nesting disappear. The prescribed allergen should still be visible within the declaration, and the summary should capture the relevant allergen name.

Imagine a frozen meal with a sauce containing soy sauce made from wheat and soy. The shopper should not have to infer those allergens from sauce alone. The component declaration and Contains statement work together to expose the required names.

May Contain Is Still a Different Signal

PEAL applies to allergens present as ingredients or components that require mandatory declaration. Precautionary allergen labelling addresses possible unintended presence from shared equipment, facilities, agricultural commingling, or other cross-contact routes.

Phrases such as may contain, may be present, and shared-equipment statements are not transformed into a universal mandatory system by PEAL. Their presence and wording still require a separate risk decision.

That distinction is crucial for allergy households:

  • bold in the ingredient list means the allergen is intentionally present in the declared formulation
  • listed after Contains summarizes prescribed allergens present
  • may contain signals possible unintended presence, when a business chooses to use that precautionary statement
  • no precautionary statement does not prove that a facility is free of the allergen

Bold type solves a visibility problem. It does not prevent the wrong package from being placed around a product, an ingredient specification from changing, or a production line from introducing cross-contact.

Consumers should still take recall notices seriously, recheck familiar products after a package redesign, and avoid treating a history of safe purchases as proof that the present formulation is unchanged.

How to Read a Label Under PEAL

  1. Start with the ingredient list. Look for bold prescribed allergen names, including names inside parentheses.
  2. Read the Contains statement. Confirm that it summarizes the prescribed allergens you saw in the list.
  3. Check for specific sources. Pay attention to the named cereal, tree nut, crustacean, or mollusc rather than relying only on a broad family term.
  4. Separate precautionary wording. Apply your own established rule to may contain or shared-equipment statements. Do not treat them as intentional ingredients.
  5. Check the market. Imported food may carry over design expectations from another country, but food sold in Australia or New Zealand must meet the applicable local requirements.
  6. Rescan changed packaging. New artwork, a changed supplier, or an updated ingredient list can change the decision even when the product name is familiar.

Did old-format products become illegal in 2024?

Not immediately. Products packaged and labelled before February 25, 2024 received a two-year stock-in-trade period. That period ended on February 25, 2026.

Is every allergen word bold?

The prescribed allergen name must receive the required emphasis when the Code calls for declaration. Other words in a compound name may remain in ordinary type. Read the full phrase so you understand the source and ingredient context.

Does the Contains line cover every sensitivity?

No. It summarizes prescribed allergens. It does not serve as a complete list of intolerances, personal dietary restrictions, additives, or non-priority allergens.

Does a scanner replace the package?

No. The current physical package is the primary evidence. A scanner can structure the review and explain terms, but it cannot detect an undeclared formulation error or invisible cross-contact.

What about foods without an ingredient list?

The Code contains product-specific declaration rules and exemptions, so not every food presents information in the same layout. Where an ingredient list is not required, mandatory allergen information still needs an appropriate declaration through the applicable route. Catering, unpackaged food, and food sold in other settings can use different communication methods. Ask the business for the prescribed allergen information instead of assuming that no printed list means no allergen.

Why list the specific tree nut or cereal?

Specific names help consumers act on the allergy they actually manage. Someone allergic to cashew should not have to decode a generic nuts term, and someone avoiding gluten needs to know whether wheat, barley, rye, or oats are involved. The same specificity also helps a household maintain different profiles without treating every member as though they have the same restriction.

What if Contains and the ingredient list seem inconsistent?

Do not choose which one to trust. Treat the product as unresolved, avoid it if your allergy plan requires certainty, and contact the manufacturer. The summary and the list are designed to agree.
