Canada's latest food-fraud report contains a striking olive-oil number: 33% of 85 targeted imported samples produced an unsatisfactory result. That number deserves attention. It does not mean one third of all olive oil sold in Canada is fake.

The Canadian Food Inspection Agency, or CFIA, deliberately targets higher-risk products, establishments, and importers in part of its surveillance. The agency says those inspectorate samples are not representative of overall marketplace compliance.

The useful story is therefore more precise. Targeted testing found a meaningful problem among the samples selected for closer scrutiny. It also shows why a bottle's ingredient list cannot prove authenticity on its own. Detecting substitution or misrepresentation may require laboratory analysis, traceability records, and enforcement work.

The report also records 362 label verifications and broader targeted-inspectorate results of 550 satisfactory, 82 unsatisfactory, and 8 investigative samples. In its enforcement summary, CFIA separately reports 7,245 litres of adulterated olive oil prevented from sale. That volume is not the denominator for the 85-sample table.

CFIA issued the Food Fraud Annual Report 2024 to 2025 on June 25, 2026, and modified the page on July 20. The program covered several commodities and methods rather than one national olive-oil survey.

The agency separates two sampling approaches:

  1. Marketplace monitoring samples help provide information about the market more broadly.
  2. Targeted inspectorate samples focus on areas where intelligence, history, product characteristics, or other risk signals justify closer attention.

Of 886 authenticity samples reported, 246 were marketplace-monitoring samples and 640 were targeted inspectorate samples. Olive oil appears in the targeted imported-food results.

This design is normal for enforcement. Inspectors should look harder where problems are more likely. It also means the resulting failure percentage cannot be projected onto every bottle in every store.

Why “33% of Olive Oil Is Fake” Is Wrong

A prevalence estimate needs a sampling design that represents the population being described. A targeted sample does the opposite by design: it enriches the set with higher-risk candidates.

Imagine a building inspector visits 100 properties selected because of complaints, visible damage, and prior violations. If 33 fail, that does not prove 33% of every building in the country would fail. It proves the targeting found problems worth acting on.

The CFIA report makes this limitation explicit. Its targeted inspectorate results are not representative of overall Canadian marketplace compliance. Responsible coverage should keep that sentence next to the number, not bury it later.

There is another wording problem. Unsatisfactory does not automatically translate to the colloquial word fake. Food-fraud enforcement can involve composition, substitution, dilution, origin, grade, variety, or another representation. The exact reason for an individual result matters.

What the Ingredient List Can Prove

A bottle labelled as single-ingredient extra virgin olive oil may list only olive oil, or may rely on the product's common name under the applicable label rules. That text is a declaration by the seller. It is not a laboratory measurement.

The label can still provide useful evidence:

  • the represented common name and grade
  • declared country or countries of origin where required
  • lot code, responsible company, and traceability details
  • net quantity and date information
  • voluntary certification or quality marks

But a scanner cannot look through an opaque bottle and chemically distinguish olive oil from a substituted oil. It cannot validate acidity, sterol profile, fatty-acid profile, or sensory grade from the printed words.

This is a different limit from ordinary ingredient detection. When a biscuit lists soybean oil, an accurate scan can flag soybean oil. When a bottle falsely claims its contents are only olive oil, the scan sees the claim, not the deception.

Inspectors can compare purchase records, import documents, formulations, supplier certificates, lot histories, and sales volumes. A business cannot legitimately sell more of a claimed origin or premium grade than its supported supply.

Label verification

The package can be checked for required declarations and misleading representations. A technically complete ingredient list can still sit beside an unsupported origin or grade claim.

Laboratory analysis

Chemical profiles can reveal inconsistency with the declared oil or grade. No single test answers every fraud question, so laboratories may use multiple methods and compare results with standards and authentic reference data.

Inspection and enforcement

An abnormal result may require follow-up, records, resampling, corrective action, detention, recall, or another response. The annual report's investigative category reflects cases where the result is not simply classified as satisfactory or unsatisfactory at that stage.

What Shoppers Can Do Without a Laboratory

No home trick can guarantee authenticity, and internet tests involving refrigeration, colour, smell, or flame are not reliable substitutes for validated analysis. Shoppers can still reduce avoidable uncertainty.

  1. Buy from a retailer with accountable sourcing. Established supply chains are easier to trace than an anonymous marketplace seller.
  2. Read the full identity and origin wording. Distinguish olive oil, virgin olive oil, and extra virgin olive oil; do not assume they are interchangeable grades.
  3. Look for a lot code and responsible business. Traceability details make a complaint or inquiry actionable.
  4. Be cautious with implausible bargains. Price alone proves nothing, but a premium claim at a price far below the category deserves scrutiny.
  5. Check official recall and enforcement information. Use CFIA notices rather than viral lists.
  6. Report a concern with evidence. Keep the bottle, receipt, lot code, seller information, and photos.

Taste can help an experienced buyer notice quality differences, but it cannot establish origin or detect every adulterant. Cloudiness, colour, and whether oil solidifies in a refrigerator also vary naturally.

Olive oil makes the same conceptual boundary visible. More detailed labels can support traceability and consumer choice, but fraud is the case where the statement itself may be false. Laboratory and documentary evidence remain necessary.

The two stories should not be combined into a generic claim that food labels are useless. Accurate labels are essential. They just cannot independently verify the truth of their own declarations.

The olive-oil result is one part of a broader program. CFIA reports authenticity work across commodities, label verifications, and enforcement that prevented more than 150,000 kilograms of misrepresented food from being sold.

That weight should not be attributed to olive oil alone. Likewise, the overall targeted-inspectorate percentages combine multiple products and assessments. Each statistic needs its denominator and sampling context.

A good checklist for reading any food-fraud report is:

  • Was sampling random, monitoring-based, or targeted?
  • What product and origin group was included?
  • What did unsatisfactory mean in the program?
  • Is the result a test finding, an investigation, or a final enforcement conclusion?
  • Can the percentage be generalized beyond the samples?
  • What does the label show, and what required laboratory confirmation?

The Practical Takeaway

Canada's targeted olive-oil findings are newsworthy because risk-focused testing produced a substantial unsatisfactory share and supported enforcement. The same design is why the result cannot be advertised as Canada's national olive-oil fraud rate.
